What Azerbaijan requires when a body is brought in
Some of the requirements for bringing in a body are set out in Azerbaijan's Cemetery Rules. Here is what they say about the documents, the coffin and the burial place.
Documents for customs
- A body, remains or an urn with ashes crosses Azerbaijan's customs border with a medical certificate of death issued by the competent authority of the sending country (or its notarised copy) — Cemetery Rules, item 24.8. nk.gov.az
- Instead of the medical certificate, a death certificate issued by an embassy or consulate (or its notarised copy) may be submitted; copies of the deceased's identity documents are also presented to customs (item 24.8). nk.gov.az
The coffin for transport
- For transport by rail, water or air, the body is placed in a hermetically soldered zinc-coated coffin with absorbent material at the bottom, and the metal coffin is placed in a hermetic wooden box; this is arranged by the relatives or whoever organises the burial (item 24.6.4). nk.gov.az
- Requirements for transporting a body by rail, water or air are set by Azerbaijan's transport ministry on the basis of carriers' proposals (item 24.7). nk.gov.az
A place in a cemetery
- To be allocated a grave, relatives submit an application with a document confirming the death (medical certificate) and a copy of the deceased's identity card (item 20.2). nk.gov.az
The Azerbaijani Embassy in Ukraine
The death of an Azerbaijani citizen can also be registered at the consulate. Here is what the embassy in Kyiv says about it.

- Azerbaijani consulates abroad register civil status acts of Azerbaijani citizens living abroad temporarily or permanently, including death. kiev.mfa.gov.az
- Civil status registration at an Azerbaijani consulate (except marriage) can be carried out on the basis of a notarised power of attorney. kiev.mfa.gov.az
- In civil status registration at the consulate, the names, patronymics and surnames of Azerbaijani citizens are written only in the state language of Azerbaijan. kiev.mfa.gov.az
- Applications, forms and requests submitted to the consular section of the Azerbaijani Embassy in Kyiv must be drawn up in Azerbaijani. kiev.mfa.gov.az

Who receives the deceased in Azerbaijan
We arrange the transport and hand the deceased over to the funeral home in Azerbaijan that the family chooses.
We do not arrange the funeral in Azerbaijan. The cemetery plot and the burial are a matter for the family and the funeral home it has chosen.
An urn with ashes
- An urn with the ashes of an Azerbaijani citizen brought from abroad is buried in a columbarium niche or in a separate grave (item 21.5). nk.gov.az
- An urn for burial in Azerbaijan must be made of natural stone or metal and meet set dimensions (item 21.6). nk.gov.az

Which certificate is needed at Azerbaijani customs?
A medical certificate of death from the competent authority of the sending country, or its notarised copy.
Can a death certificate be submitted instead of the medical certificate?
Yes: a death certificate issued by an embassy or consulate, or its notarised copy, will do. Customs also asks for copies of the deceased's identity documents.
In what language should you write to the Azerbaijani consulate?
In Azerbaijani: applications, forms and requests to the consular section of the embassy in Kyiv are drawn up in that language. We order the translations into Azerbaijani.
Does a relative have to go to the consulate in person to register the death?
No. Except for marriage, civil status registration at the consulate can be done on the strength of a notarised power of attorney.
