Repatriation of a body from Ukraine to Romania

We take the deceased from your town in Ukraine to Romania. Romania requires three approvals before a body can be brought in, and for Romanian citizens and people of Romanian origin the consulate also issues a mortuary passport. We gather these documents together with the family and deal with the Ukrainian side ourselves.

We will call you back within 5 minutes and quote the price once we have confirmed the route.

What Romania requires when a body is brought in

Romanian law names exactly who has to approve bringing in a body, and one of the approvals comes from a cemetery in Romania itself. Below are the requirements of Law 102/2014 and of the portal of Romania's Ministry of Foreign Affairs, each with a link to its source.

Approvals and the mortuary passport

  • To bring a body into Romania, Law 102/2014 (Art. 29(2)) requires three approvals: the Romanian consular office in the country of departure, that country's public health authority, and a statement from the Romanian cemetery administration that it will accept the burial. econsulat.ro
  • Transport of a body for burial in Romania is authorised by a mortuary passport (pașaport mortuar). Romanian embassies and consulates issue it on request for Romanian citizens and people of Romanian origin who died abroad. econsulat.ro
  • If the death occurred in a state party to the 1937 Berlin Agreement, the mortuary passport for transporting the body to Romania is issued by the competent local authorities; in any other state, by the Romanian embassy or consulate accredited there. Ukraine is not named in the list of parties on the Romanian MFA page. econsulat.ro

The coffin

  • Under Romanian Law 102/2014 (Art. 29(6)), a body is transported internationally in an impermeable, hermetically closed coffin with an absorbent layer soaked in disinfectant at the bottom, placed inside a well-sealed wooden crate. dspsv.ro

Registering the death of a Romanian citizen

  • If the deceased was a Romanian citizen, the death is entered in Romanian records on the basis of the foreign death certificate, accompanied by a certified translation into Romanian. econsulat.ro
  • To enter the death of a Romanian citizen in Romanian records, the foreign death certificate must be legalised or apostilled, unless the issuing state is exempt from any form of legalisation. econsulat.ro

The Romanian Embassy in Ukraine

For Romanian citizens and people of Romanian origin, the mortuary passport is issued by the Romanian consulate. The Romanian Foreign Ministry lists the following documents for it.

  • For the mortuary passport: the death certificate; the deceased's last identity document and, where applicable, other documents proving that the deceased was a Romanian citizen at the time of death or held Romanian citizenship during their lifetime; a transport authorisation from the public health institutions of the country of residence; a burial approval from the competent local judicial authorities if death was violent or of unknown cause; proof from the Romanian cemetery administration that the family has a burial plot and that the burial can take place there; the applicant's ID (and, where applicable, an authenticated power of attorney from the deceased's relatives). econsulat.ro

The Ukrainian side

We obtain the permits and certificates for taking the body out of Ukraine ourselves, and we handle the border crossing too; we ask the family only for what cannot be done without them.

The Ukrainian paperwork is the same for every country; it is all on the page “Repatriation of a body from Ukraine to another country”.

Who receives the deceased in Romania

We arrange the transport and hand the deceased over to the funeral home in Romania that the family chooses.

One of the three approvals is a statement from the cemetery administration in Romania that it will accept the burial. So the family chooses the cemetery before the documents are submitted. The funeral is carried out by the funeral home the family chooses; we do not arrange it.

An urn with ashes

  • For carrying an urn with ashes into Romania, the Romanian MFA recommends carrying the death certificate and the cremation certificate. econsulat.ro

We can also bring an urn with ashes to Romania. We will tell you the price once we have talked.

Questions about repatriation from Ukraine to Romania

Why is a statement from a cemetery in Romania needed?

Law 102/2014 makes it one of three approvals for a body coming in. The other two are from the Romanian consular office abroad and from the public health authority of the country of departure.

Who issues the Romanian mortuary passport?

It depends on where the death occurred. For a party to the 1937 Berlin Agreement, local authorities issue it; otherwise the Romanian embassy or consulate does. The Romanian MFA does not list Ukraine among the parties.

What if the cause of death is unknown?

If the death was violent or its cause is unknown, the Romanian consulate needs a burial approval from the competent local judicial authorities confirming that no further forensic examination of the body is required. (econsulat.ro) Tell us about the circumstances of the death and we will advise which documents will be needed.

Is a mortuary passport needed for an urn with ashes?

No mortuary passport is issued for an urn; the death certificate and the cremation certificate are recommended as accompanying documents. (econsulat.ro)

In what language is the death certificate submitted for Romanian records?

With a certified Romanian translation attached, for a Romanian citizen. We arrange the translations.
