How a case in Estonia works

In Estonia, the healthcare facility itself carries out many of the steps after a death. For transport abroad, the Estonian side advises checking the requirements of the destination country, which here is Ukraine. We handle both the Estonian and the Ukrainian side. We prepare the coffin and the local paperwork. If the hospital or the police ask who is arranging the transport, give them our number +380 77 882 77 77, and we will take care of the rest. We speak Ukrainian, English, Polish and German, so you or the hospital can call us in English. If calling abroad is expensive for you, write to us on Viber, WhatsApp or Telegram, or leave your number and we will call you back.

  1. We listen and give you the price

We ask in which city the death occurred, where the deceased is now and which documents have already been issued. We tell you the cost straight away.

  2. We contact the hospital

We agree when to collect the deceased. You will not need to speak Estonian.

  3. We obtain the death documents

The healthcare facility usually enters the data in the register itself and issues the initial death certificate, the surmatõend. If the person had no Estonian personal identification code, the facility issues documents in Estonian that record the fact and the cause of death.

  4. We order the certificate for Ukraine

The local government of the county centre can issue a surmatõend in English, German or French, or on the multilingual standard form. This certificate is issued specifically for the country of citizenship.

  5. We prepare the body and the coffin for the journey

Estonian law allows a body to leave the country only in a hermetically sealed, zinc-coated coffin with a moisture absorber, inside a tightly closed wooden case.

  6. We handle the Ukrainian side

We arrange the translations, the certification, the certificate of no prohibited items in the body and the coffin, and the documents for the Embassy of Ukraine in Tallinn.

  7. We take the deceased home

By road through the Baltic states and Poland to the Ukrainian border, and then on to your town.

Documents in Estonia

The main Estonian document is the death certificate. The other papers are needed for Ukraine and for the journey.

What Estonia issues

  • Surmatõend: the death certificate. The initial one is usually issued by the healthcare facility.
  • For a foreign national without an Estonian personal identification code: documents in Estonian that record the fact and the cause of death.
  • Surmatõend for the country of citizenship: in English, German, French or on the multilingual standard form. It is issued by the local government of the county centre for a small fee.

What we do

  • We obtain the initial certificate from the healthcare facility.
  • We order the certificate in a form that suits Ukraine.
  • We have the documents certified as Ukraine requires and translated into Ukrainian.
  • The papers for the embassy and for customs at the Ukrainian border are ours to prepare.

What we need from you

  • The deceased's passport, or a photo of it.
  • Your passport and a document showing you are a relative.
  • A power of attorney for us. We will explain how to draw it up.

Estonia is a party to the 1973 Strasbourg Agreement on the transfer of corpses, and Ukraine is not. So for the Ukrainian border we prepare separate papers: the death certificate and the certificate that the body and the coffin contain no prohibited items.

If the death was caused by a rare, especially dangerous infection, the body is first wrapped in a specially treated shroud. The Estonian Health Board (Terviseamet) supervises this. We will tell you if it applies to your case.

The general list of papers is on the “Documents” page.

The Embassy of Ukraine in Estonia

The Embassy of Ukraine is in Tallinn and has a consular section. The Estonian side notifies the embassy when a Ukrainian citizen dies.

  • The death of a citizen of Ukraine abroad is usually registered by the consul, according to the place of death, residence, discovery of the body or burial. We will check with the embassy whether this is possible in your case.
  • The Estonian documents must be certified for the consul and translated into Ukrainian.
  • There is no consular fee for registering the death or for the first death certificate.
  • The family gets from the consul a certificate for the social protection authorities; it is the basis for the funeral allowance.
  • The certificate of no prohibited items in the body and the coffin must be certified by the embassy. The Ukrainian border will not let the body through without it.

The first hours after a death are described on the page “What to do if a loved one dies abroad”.

How we bring the deceased home from Estonia

The usual route is Estonia, Latvia, Lithuania and Poland, and then one of the crossing points on the Polish-Ukrainian border. The body travels through Latvia in transit, so no separate Latvian permit is needed.

Where we collect from

We collect the deceased from any Estonian town: Tallinn, Tartu, Narva, Pärnu, Kohtla-Järve, or from a village: from a hospital, a morgue or from another place where the deceased is. Give us the address, and we will agree on the day of collection.

By road

Our specialist vehicle collects the coffin in Estonia and takes it to the place of burial in Ukraine without transferring it to another vehicle.

Plane and road

When speed matters most, part of the journey can be by plane to an airport near Ukraine, followed by a road leg. The air leg takes from 2.5 hours. We do not promise direct flights to Ukraine.

How long it takes

The journey home takes from 24 hours after collection. The exact time depends on how quickly the documents are issued.

The coffin for leaving Estonia

Estonian law requires a hermetically sealed zinc-coated coffin with a moisture absorber, placed in a tightly closed wooden case. Ukraine accepts a body only in a metal, hermetically sealed coffin under official seal. We prepare one coffin that meets both Estonian and Ukrainian requirements, and it is already in the price. More on the pages “Coffins and sealed metal liners” and “Road transport”.

Price of repatriation from Estonia

Questions about repatriation from Estonia

How much does it cost to bring the deceased home from Estonia?

From €2,300 for the whole journey home: documents, preparing the body, the coffin for the journey, transport and customs formalities. A funeral in Ukraine is charged separately. We will give you the exact amount as soon as we know the cities of departure and destination.

How long does it take?

The journey home with the deceased takes from 24 hours after collection. If part of the journey is by plane, the air leg takes from 2.5 hours. The documents take the most time, so we run the Estonian and the Ukrainian papers in parallel.

What should I do first?

Find the insurance policy, write down where the body is and call us. More on the page “What to do if a loved one dies abroad”. Do not pay anything in advance until the whole cost is clear.

Who issues the death certificate in Estonia?

The initial certificate (surmatõend) is usually issued by the healthcare facility. For the country of citizenship, the local government of the county centre can issue a certificate in English, German or French, or on the multilingual form. That is the one we order.

Do I need to travel to Estonia?

Usually not. We handle the paperwork, and you only need to give us a power of attorney. If an office insists on a family member's signature, we will warn you beforehand. What can be done from home is described in the article “If the family cannot travel abroad”.

Which documents do you need from the family?

The deceased's passport or a photo of it, your passport, a document showing you are a relative and a power of attorney for us. The certificate, the translations and the documents for the embassy and the border are our job.

What kind of coffin is needed? Is embalming compulsory?

The coffin is hermetically sealed and zinc-coated, with a moisture absorber, inside a tightly closed wooden case. We supply one, and it is already in the price. For a road journey, we will advise whether embalming is appropriate. For a flight, we take the airline's requirements into account: some accept only embalmed bodies. We will tell you in advance if the amount changes. More on the page “Preparing the body”.

The deceased had insurance. What should I do?

It depends on the policy. Before you accept an offer from a funeral home or hospital, send us a photo of the policy. We will establish the terms and settle things with the insurer; if the policy pays only part of the way, we will tell you how much is left to pay.

Which cities in Estonia do you collect from?

Wherever in Estonia the body is now, whether a hospital, a morgue or a funeral home, we can collect it. Just give us the address.

Can you bring home an urn with ashes?

Yes. After cremation we bring the urn with the same border documents: the death certificate and the certificate of no prohibited items, certified by the embassy. The price is from €500; see the page “Urn transport”.
